My son’s doctor prescribes antibiotics for any symptoms. I thought too much antibiotic is dangerous in babies?

And when the antibiotic she prescribed ends up causing more problems (like diarrhea, rash, etc), she'd simply prescribe another antibiotic, and the baby would end up taking a different one every week all year long.
What is it with doctors and antibiotics?
I know they're powerful and may end your misery sooner, but I don't think they're supposed to be the first answer to every symptom.

About 300 babies in Australia have been exposed to tuberculosis from an infected doctor.
Health officials said the children in the neo-natal intensive care unit and the special care baby unit of Adelaide's Women's and Children's Hospital may have come into "close and prolonged contact" with an infected doctor.
About 75 of these children are too young to diagnose, and will be treated with antibiotics to minimize the chances of infection.
